Hi, bka. Legally???????? I don't know! If there was anywhere close by up here, we'd probably know about it. I think your best bet would be to get the bike down south to some private asphalt.
You don't need all that much distance to get up to top speed especially if you are doing 65 - 75 mph to start. I've gone up to 160 mph from highway speed and it only took a few seconds WOT in sixth gear. Less than 1/8 mile, I'm sure. At 160, the 14 is still accelerating very quickly but when you see the backs of cars coming at you you need to shut it down. What's more important, obviously, is that you have the space to wind down after you hit your benchmark. There are places on N. IL highways to do that at the right time of day. I know there are several stretches of straight road over a mile long through farmland with no cross roads if you want to go as far as north as Green Bay, WI. I know of a place just ten miles north of Milwaukee but the road is narrow, lined with telephone poles and not quite as smooth as I would like it. No cops though.
It would be best to have ridden over your course slowly to check the road surface and check for police. There's nothing you can do about animals if you don't ride the road regularly to take note of carcasses. If you hit a critter over 100, you will probably end up a carcass yourself.
