So I ran through the service book and cannot find anything pertaining to this. I rummage around Partzilla only to come up empty handed as well.

I have not gone deep diving into this physically because it's been below freezing and I'm not playing with plastic when it's this bitter in the shop (my experience is plastic bits likes to break when it's cold). It's not in the way, it's not loose, and it may prove to be useful as something to lock a heavy chain through for added security, but I'm at a loss as to its actual purpose.

...and don't be too harsh on me for the mess, I didn't get a chance to wash off the road grime before the temp bottomed out.

It is where a grab handle mounts for center stand option.

I put a center stand on my 06 and don't have the grab handle. I just use the passenger peg bracket to lift and it works fine.
