I've seen it before. It sticks in the steering stem hole. Some guy couldn't figure out how to get at his steering stem nut because there was a cover on it. Believe it had a ZX-14 emblem carved in it.

There are plenty available on ebay and amazon in black or chrome or contsast cut.. Any year zx14 will work.
There's not as many out there as it used to be as people aren't doing so much of the custom show bike stuff any more,
