Mine has an idiosyncratic, just have to have the steering neck positioned just right or it sticks. I have to jiggle the bars right and left as I simultaneously unlock the steering pin. No hanging up on the pin internally, just externally and the hole lining up, weight on the side stand, etc.

Take your left hand and move the handlebar slightly to the right to take the pressure off the handle bar and I bet it will lock then.

Is this a safety so you don't bump the bike down off the center stand with the steering locked and dump the bike on its side?

You are pushing down on the key when you're doing this, right?

Is the key assembly loose? Only one hole drilled in the neck for the fork lock. Left lean is now the forks lock to the left, nose of front wheel is pointed left. It would be dangerous to point the wheel right so as to upright the bike a lot more times parking than if parked to the left.

So no, if the bike sat on the centerstand, there are no mechanical, or magnetic type moves in the fork lock, as if thinking this would be some 'safety switch' where you can't shift into second gear when not running and that mechanical move. I find the hole is very precise, so the tiny handlebar nudge back and forth when kinked all the way to the left was that I added hair when I regreased the steering neck and that solved my problem. Don't know if it will help with yours.

Come to think of it,I don't remember if I was pushing down on the key or not now.But Hub's explanation is definitely spot on.I'll check mine again.

Okay..yes..you push the key down as you're turning it to lock or unlock.I think the OP's problem is simply this.
