Does anyone know what method (flies, timing, etc.) the ECU uses to enforce the LOW POWER MODE???

It's a second map.Probably uses all the factors(timing retard,fueling mix,secondary actuation) just like the full mode...but sooner.That ignition table has two maps(probably more)....which can be set to either one.The Flash switches those tables.The low power mode also switches those tables.
