Does anyone know a website where to look for a FREE motorcycle VIN history report? I am shopping for a used donor bike to build a scrambler enduro.

Out of state you're fucked. Unless you have a seller that would video the compression test.
Local buy you bring your own comp-tester and if the seller refuses... walk.

Next move is to stand behind the bike and make sure it was not started before you go to look at it. If it puffs smoke upon startup... walk. There's another bike out there that is cleaner, less miles and cheaper. Ask me how I know?

Thanks for the tips. I am not concerned about engine issues since I can do the necessary repairs myself. And the bike aesthetics will be modified, especially the frame. So all that should keep me busy this winter.
